B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Hilo Medical Center will provide training courses to HFD paramedics at HMC's Simulation Learning and Training Center. HMC and HFD will continue a pilot program of collaborating and integrating HFD Paramedics into American Heart Association courses at HMC. HMC nursing staff will be introduced and oriented into pre-hospital familiarization training opportunities. SIGNED: (--` DATE: NOV C 7 2016 Department Head MEMORANDUM OF AGREEMENT BETWEEN HILO MEDICAL CENTER'S (HMC) NURSING EDUCATION AND THE HAWAII FIRE DEPARTMENT (HFD) 16-0186 SUBJECT: Provide training courses for HFD Paramedics at HMC's Simulation Learning and Training Center. WHEREAS, the parties from Hilo Medical Center and HFD will continue a pilot program of collaborating and integrating HFD Paramedics into American Heart Association courses at HMC. HMC nursing staff also will be introduced and oriented into pre-hospital familiarization training opportunities. WHEREAS, the term of this agreement will be from November 1, 2015 through October 31, 2018. At which time, a re-evaluation, and updated MOA may be initiated. 1. HMC will train paramedics through ACLS and PALS recertification courses using American Heart Association standards of care. Paramedics may participate side by side in pre designated classes involving hospital and physician staff. 2. HFD's ACLS and PALS instructors will assist with teaching needs for HMC classes. Prior coordination will be made with the HMC's Simulation Training Center and AHA Training Center. 3. Paramedics will attend 1-day recertification sessions, sending a maximum five (5) students per class day each month as enrolled. No more than five (5) paramedics will be scheduled for a Thursday class and no more than five (5) paramedics will be scheduled for a Friday class each month, for a projected total of up to ten (10)paramedics receiving recertification training per month. 4. HFD will provide its own course manuals for paramedic students. 5. HFD will provide its own specific equipment and supplies for use during the course that are different from the equipment and supplies used by HMC (i.e., Zoll defibrillator/ AED, trauma / aid bag). 6. HMC critical care staff will take precedence over EMS paramedics in attendance and filling of courses. 7. HFD will pay $5.00 per paramedic student class fee to HMC nursing office upon registering students for recertification classes. 8. HFD EMS lead point of contacts: Battalion Chief Lance Uchida, Captain Chris Honda, and Captain Jessie Ebersole have offered to provide educational in-services as stated below: • PHTLS (2 hours per training event) • In-service with new HEPA personnel for EMS protocols (30 minutes to 1 hour for each briefing session) • Ride-alongs in Ambulances with ER and ICU staff(8-12 hours per shift, one ride- along per staff member) • EMS Overview in-service on Critical Care Day for Education Week (30 minutes to 1 hour for each monthly education week, critical care day) 9. Certification expiration dates will need to be supplied by HFD's EMS Bureau to HMC, with the names of the HFD ACLS and PALS instructors who will assist with teaching needs with HMC. 10. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review.
