HomeMy WebLinkAboutREP PC 123 06/09/1986 1984-1988REPORT OF THE COMMITTEE ON PLANNING DATE: June 9, 1986 PLACE: Keaau Community/School Library TIME: 10:00 a.m. Re: 'Comm. 477 Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Bill No. 154, regarding the rezoning request of Oceanic Properties, Ainakea, North Kohala, Hawaii, TMK: 5-3-06:18 and portion of 21, reports as follows: Bill No. 154 amends Section 25-91, Article 3, Chapter 25 of the Hawaii County Code, by changing the district classification of approximately 74 acres of land from Agricultural 20 -acres (A -20a) to Single Family Residential (RS -10), Multiple Family Residential (RM -4) and Village Commercial (CV -10). The General Plan designates the property for Alternate Urban Expansion, which may allow single and multiple family residential and commercial uses as proposed. The residential usage of the property also conforms to the Kohala Community Development Plan which designates the majority of the property as RES -4 or four units per acre. The area proposed for Village Commercial and Multiple Residential are designated for Village Commercial use by the Kohala development plan. Bill 154 passed first reading of the County Council on June 4, 1986, and was recommitted to the Planning Committee as per recommendation of the committee. Your committee reviewed Condition (C), along with Communication No. 477.2 and has acted to amend Bill 154. Specifically, the amendment gives Oceanic Properties the opportunity to choose between two conditions: either donate the 5.47 acre property to the County for an elderly housing project or sell 10% of the lots, on a preferential basis, to families with low and moderate income. Councilman Kokubun stated that the intent of the amendment is to bring Condition (C) in line with the conditions as imposed by the State Land Use Commission. Councilman Kokubun added that although the amendment offers Oceanic Properties the opportunity to choose between the above mentioned conditions, it is his understanding that Oceanic intends to meet both conditions. He added that such an action is an indication of Oceanic Properties' commitment to address the needs of the community.
