I live in District 7 and Dru Mamo Kanuha is my representative. I spoke with Debbie from KARES this morning who had planned on making a presentation here today in favor of the resolution and she is in District 9. She has been working to update our animal abuse laws for about 23 years. Two days ago one of the many abused dogs she rescues and takes into her home killed her own personal dog through an attack. The reason I mention this is I think it is important to understand that there are no dogs born into our world that are cruel. Continuous tethering can groom dogs to be aggressive because it is animal abuse. Here are two pictures of the many sent into the Stop Big Island Dog Abuse page. One clearly shows how a tethered dog — in this case a puppy in Kona - can get so tangled when tethered it can not move anywhere. Another shows a dog is Oceanview obviously starved and tethered in an abusive fashion. 30 years of research has scientifically proven the correlation between continuous tethering and child and domestic violence. That is why this year the FBI launched a national animal abuser registry to try to circumvent domestic abuse by keeping track of animal abusers. Continuous tethering is animal abuse as stated by many organizations including U. S. Department of Agriculture, Humane Society -of the United States, American Humane Association, Centers for Disease Control and the American Society for Prevention of Cruelty to Animals. It can make the dog extremely aggressive to the point of where they will attack and kill anyone that goes into their small space. Small children are the most vulnerable. You may remember the toddler that was killed on Kauai by a dog who had been contin.uously tethered for 7 years. Remember dogs are not born aggressive! Abuse makes them aggressive! Margaret Willie's resolution when passed by the state will at least provide a way for the field officers to make a legal determination about the length of the tether.
