I am submitting testimony regarding Res. 707-16 to be heard at the County Council meeting Wednesday, Nov. 16,
2016
I am strongly in FAVOR of any attempts to prohibit unsafe and continuous tethering or confinement of dogs. Dogs do not belong
tied up or caged 24/7 as it is against their basic nature and is CRUEL. They are meant to be part of a pack and current research
shows they are especially connected to humans, being more responsive to human contact than to even contact with each
other.
It is not right to have them tethered on short lines, caged all the time or on lines that allow restricted movement. I have a dog in
my neighborhood that cannot move but a couple of feet and another in the same yard that is staked to on a line from a pole and
can only run in circles,which is does to the point that it has worn a circle in the ground. They are outside day and night. I also
• have another neighbor that cages their old dog which barks incessantly. These neighbors are hostile to others who ask them to
do something to quiet their dog and it causes much friction in what is a typically quiet neighborhood. We have a neighbor that is
nearly 90 that is bothered by the barking, another neighbor that is recovering from cancer and I myself have chronic health
issues that cause me to need to sleep and I cannot because of the barking. The police have not been useful in enforcing the
nuisance barking law so the only solution is to make it illegal to confine animals 24/7.
This resolution is a first step and I urge you to pass it for the sake of the physical and mental health of animals and
people. Mahalo.
