RE: Support Resolution 707
Relating to Animal Cruelty: Tethering
I would like to thank you for giving me this opportunity to express my support for Resolution
#707. I have been working in animal welfare for over 30 years. As such, I am familiar with the
issues surrounding pet care matters and T am grateful for this opportunity to share my thoughts
with you.
The Hawaii Island Humane Society will support any measure that increases humane treatment of
animals.This includes increasing the length of tethers,providing for nutrition and hydration
needs,and providing proper shelter. To really improve the state of animalwelfare and humane.
treatment in our county,I would also like tosee guidelines for socialization,exercise and time
off a tether. Experts have long agreed that constant tethering can lead to frustration,nuisance
barking and aggression. A good tethering policy that prevents dogs from living their lives on
chains, are not only good for dogs,they are good for people.
It is important to note that a significant number of people who tether or chain their dogs do not
do so out of malice. Some people tether their dogs either because they may not be familiar with
behavior and training, or they simply do not have the financial resources to employ another
option. We find repeatedly that,with rare exceptions,people genuinely do love their pets and
want to do what's best for them.
Thank you for the opportunity to provide testimony and I respectfully ask for your support of this
measure.
