no one is left behind or forgotten about." Resolution#707 16 is simply trying to raise the minimum standard of
respect for the dogs that residents of the island claim as their own.
It is physically and psychologically limiting for a dog to spend its entire life tethered and restricted to a single area.
This can lead to boredom, depression, anxiety, barking, and aggression. While these behaviors are considered
undesirable,they are often just a dog acting out according it's circumstances.
This resolution is not to add to the number of loose dogs wandering about getting in the way of traffic or contributing to
the stray dog population. It is about motivating members of our community to invest in creating safe and stimulating
environments for their animals. Or making sure that if they are tethered for periods of time, it is in a way that is
humane to the dog, and that time is balanced by other experiences. Ohana means family and family should mean
that no one is tied out and forgotten about.
