I support Resolution#707 16.
I haven't been here that long,just over 2yrs,but have seen a lot of dog abuse fostering for one of the islands
rescues.One of my first foster dogs was tied out her first 3 years until she was found completely emaciate
dragging a thick rope around her neck.Her legs will forever be completely bowed out from pulling at a tie.
She was tied as a puppy and forgot.
