I am Joy Gold, consultant to Dexter Yamada and KYD, Inc. KYD, Inc. is a locally founded, family run business in Kalihi. KYD, Inc. began in the 1940's as a florist and a supplier of florist supplies. In 1958 it evolved into the packaging company it is today and later expanded into a distributor of many other fine products. ',KYD, Inc and its sister company, Hawaii Foam Products, LLC provide jobs to about 90—100 men and women and contribute much to Hawaii's economy in the form of payroll and taxes. Within the HIPSIS Task Force Meeting#3, discussion occurred about manufacturing of packaging on Hawaii Island. In fact, it was one of the few items of mutual interest. However, aTask Force member expressed that a viability study for manufacturing of compostable products on Hawaii Island was not needed because the private sector would drive that if return on investment is evident. What was needed,this member expressed, was incentives and grants to assist in that endeavor. Resolution 708-16 does not provide language about such incentives and grants, or other specific ways that the County can encourage manufacturing of packaging on Hawaii Island. The 6th Whereas, (Section 4.5.11) which lists a number of items for a coortlinated effort with regional cooperation to support state and national efforts adoption of Zero Waste;Public Policy, infers that these items were discussed and agreed upon by the Task Force members. They were not.
