Re: Capital Budget
Enclosed is a bill for an ordinance increasing the Waimea Trails and Greenways
project by $73,700. The increase covers a contingency amount, which is
required by the FHWA and payment to State employees for their work on this
project.

A. REQUEST:
Amendment to Ordinance Bill 99-12 to increase the funds for Waimea
Trails and Greenways (110-599-5599.39-115) from $290,000 to $313,700.
This is an increase of $73,700. The entire new total will be federally
reimbursable.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The increase in funds covers a contingency amount, which is required by
the FHWA, and payment to State employees for their work on this project.
The entire amount of this request, as well as the funds granted by 99-12
will be reimbursed by the FHWA.

Bill No. 70, transmitted by Finance Director Harry Takahashi, via Communication No. 259,
dated April 12, 1999, amends Ordinance No. 98-50, as amended, the Capital Budget, ending
June 30, 1999, by increasing the following appropriation:
PUBLIC WORKS
Waimea Trails and Greenways 110-599-5594.39-115 [$240,000] $313,700
Funds for this appropriation increase shall be provided from:
Federal Grants Receivable $73,700
The increase covers a contingency amount that is required by the FHWA, and payment to State
employees for their work on this project.
Yotu Committee on Finance is in accord with the purpose and intent of Bill No. 70 and
recommends it pass first reading.
