HomeMy WebLinkAboutCOM 1112.002 2014-2016 Orly Rc. • Nov. 2, 2016 tit` g Dear Council member, 1016w `3 PPI 12: 05 Many thanks for your input and investigations regarding : Permitting problems with the Building Division of Public Works I have a few further thoughts to add after hearing all the discussion on Nov. 1. 1) The Deputy Director Public Works, Brandon Gonsalez, implied that a list of acceptable design professionals might be able to determine whether a building proposed for permit is structurally sound.Thereby making unnecessary the involvement of Building Division in structural decisions about that project. I suggest that the bar has already been set.To be on the approved list a person should be a Hawaii licensed structural engineer or architect. If Public Works wants to limit that group in some arbitrary way that is inherently wrong. If they feel someone is unqualified they should seek to take that person's licensing away. Otherwise there should be no picking and choosing of licensed design professionals with some acceptable and some not. To pick and choose would be obvious favoritism. 2) There are many aspects of permitting that change over time. For example, we can no longer permit any new project with a cesspool.This change however was planned and known ahead of time.When there is ambiguity or a question of whether an addition or alteration project might be able to proceed without installing a septic system there is one go-to person who can answer the question. Once she has determined what is allowed/not allowed one may proceed with confidence knowing that Health Department will not arbitrarily change decision that next week. Building Division has been capricious and utterly changeable for several years.There is no one person who can make a decision and make it stick. 3) When Mr. Gonsalez implied that the problem is that some designers cannot learn...all I can say is it is very hard to hit a fast moving target. All of us have had one of those teachers who cannot seem to explain what it is they want.Those teachers are rarely satisfied and frustrate and fail many students. 4) Please find attached many signatures of folks who would like to see us go back to the old method of no structural review by Building Division. We just want our licensed architects and structural engineers to be able to do the job they are licensed to do. 5) Mr. Gonsalez seems confused by the rise in permit applications in Kona and drop in Hilo during some recent months.To clarify,that occurred because the main reviewer Kona side was more reasonable in some of his code interpretations and quicker to get reviews done. He made the trip to Kona worthwhile. Simply put, several people who apply frequently for permits started to go much more frequently to Kona and less to Hilo.There is no mystery. However,the reality that one reviewer is easier to satisfy is ridiculously arbitrary and indicative of the inconsistency of the current process and why we want it corrected.
