AN ORDINANCE RENAMING THE PAHALA BALLFIELD AND AMENDING
CHAPTER 15, ARTICLE 8, SECTION 15-68.1 OF THE HAWAII COUNTY CODE 1983
(2005 EDITION, AS AMENDED), RELATING TO THE PARKS AND RECREATION
FACILITY SCHEDULE.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Purpose. The purpose of this ordinance is to rename the Pahala Ballfield
in honor of the late Laurence J. Capellas and amend the Parks and Recreation Facility Schedule.
Laurence Joseph Capellas was born in Hakalau on August 27, 1913, and passed away on
October 19, 2003. His last known address was 101 Aupuni, #707, Hilo. He graduated from
Teachers College at the University of Hawaii in 1935 and in 1946, he started teaching at Pahala
High and Elementary School and where he served as Principal until 1959. Mr. Capellas was
instrumental to the foundation of Pahala Town and Pahala Elementary School, which underwent
a major makeover under his leadership.
Mr. Capellas inspired others and his leadership and influence went far beyond the
boundaries of education. A consummate educator, he encouraged students to strive for
excellence and to never be afraid to think outside of the box. He was a visionary and a man of
action, oftentimes finding creative and sometimes unconventional methods of accomplishing
what had to be done for the children and the community. Mr. Capellas also believed that Ka`u
and the people of Pahala, Nd'dlehu, and Wai`6hinu were one community. Some of his many
achievements include:
• Engineering a major makeover of the elementary school;
• Spearheading annual school carnivals as fundraisers to carry out various school
and community projects;
• Upgrading and expanding the athletic, agriculture, shop and band programs;
• Building the first regulation baseball diamond and constructing the Ka`u Little
League baseball field in 1953;
• Starting the Ka`u Little League, the Pony League, the Babe Ruth League, and
track and field with shot-put and long distance running;
• Introducing football to the school, training students and the community about the
game of football, and starting the football team; r
• Expanding the school's basketball program with Varsity, Intermediate and Biddy
Basketball leagues;
• Spearheading construction of the tennis court, and designing and fundraising for
the swimming pool (built by the residents with use of plantation equipment); and
• Renaming the school "Ka`u High and Pahala Elementary School" to memorialize
his belief that Ka`u and the people of Pahala, Na`alehu, and Wai`ohinu were one
community.
Laurence J. Capellas had foresight and his actions were innovative and futuristic. He
found creative and sometimes unconventional ways of accomplishing what had to be done for
the benefit of the community for years to come, even to this day. He strived with utmost
determination to nurture the Pahala Community and provide significant athletic and educational
opportunities for each and every child.
The Pahala Ballfield is hereby renamed the "Laurence J. Capellas Ballfield" pursuant to
chapter 15, article 8, section 15-67(a)(2)(C)(i), Hawaii County Code 1983 (2016 edition, as
amended), which provides that an "open area" shall be named for a person who has "contributed
significantly to the recreational programs in the community in which the open area is located."
SECTION 2. Chapter 15, article 8, section 15-68.1, Hawaii County Code 1983
(2005 Edition, as amended), is amended by amending the "Ka`u" section to read as
follows:

SECTION 3. Material to be repealed is bracketed and stricken. New material is
underscored. In printing this ordinance, the brackets, bracketed and stricken material and
underscoring need not be included.
SECTION 4. Severability. If any provision of this ordinance, or the application
thereof to any person or circumstance is held invalid, such invalidity shall not affect other
provisions or applications of the ordinance which can be given effect without the invalid
provision or application, and to this end, the provisions of this ordinance are declared to
be severable.
SECTION 5. This ordinance shall take effect upon its approval.
