The Council recently approved an increase for the HGEA Bargaining Units, and raises for police and other employees are likely in the near fixture. As the law requires that Civil Service managers receive increases at least equivalent to that negotiated by the technical and professional workers in Unit 13, the Council will soon be receiving a request to raise those salaries, with which they will be obliged to comply. This result is a continuing disparity between the compensation of our Department management, and those that they are supposed to manage and for whose actions they are responsible. You have compounded this discrepancy by sanctioning discrimination between those who are appointed from within the bureaucracy, and those from elsewhere. The Charter requires that the salaries of elected officials have a reasonable relationship to the salaries of civil service employees. It is equally important that any responsible salary plan consider the duties and responsibilities of the Departmental management, upon whom we rely so much. Comm. No. ~ ~ ~ ' Q~ l File No. p~ S Ref. Nevertheless, to achieve small savings by depriving managers of any recognition for their service, is a false economy.
