BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The donation of the various rescue and ocean safey supplies, equipment and equipment repair on the attached list will provide vital support for our Fire Department rescue personnel for their safety and also to facilitate the safe delivery of rescue services. Repair/Modification to Rescue Boat 7 * The frontline rescue boat for Kailua is in need of major repair and renovation. These repairs and renovations will help protect the electrical components as well as make response to incidents and dive operations safer. Cost: $38,556.52; Donated portion from the Sayre Foundation: $20,556.52 2. Swift water specific (Live bait)vest NRS #40025.01 Rapid Rescuer PFD: 20 @ $230 = $4,600.00 This is for our swift water operations. These vest has an added safety feature that was not included in previous vests that would allow for retrieval of our personnel in the event of an unforeseen situation. 3. Waist throw bag 55 ft. -NRS #45107.02 Pro Guardian Wedge Waist Throw Bag: 20 @ $75 = $1,500.00 This is for our swift water operations. This is an item that each person will need to have on them as a safety net. It would be personally worn with their vest to be used in an event of an emergency situation to save themselves of another person without delay. 4. Safety Whistle NRS #45301.01 Fox 40 Safety Whistle, Yellow: 36 @ $7.00 =$252.00 This is a signaling device that all of our rescue personnel should have on them in the event of a need to notify other personnel immediately. 5. Floating Rescue Rope 3/8" NRS # 45014.01 NFPA compliant— 1 spool 300 ft.: $288.00 This floating rope is needed for our swift water rescue operations. 6. Rope Bag CMC #430107, 700ci yellow rope bag: 2 @ $55 = $110.00 This bag will be used to hold our rope for swift water operations. 7. Rope Throw Bag, 75ft. NRS # 45103.01 Standard Rescue Throw Bag: 4 @ $60 = $240.00 This will be added to our swift water cache of equipment to be used to retrieve victims rapidly across the moving water. 8. Petzel Rock Climbing Helmets CMC Vertex Vent Helmet#345113: 3 @ $115 = $345.00 These helmets are for our Temporarily Assigned personnel. Currently TA persons are using outdated hand-me-downs. Continuity of gear will afford a higher level of safety due to all personnel. 9. Spec Pak Patient Extrication System Item# 721903 CMC: 2 @ $1,716.00 = $3,432.00 This is used to extricate patients out of a confined space situation. 10. Savox Con-Space Rescue Kit 1P * Item 540007 2 @ $8,295 = $16,590.00 This is a communication kit that will be used in confined space incidents. We have recently conducted confined space training for our rescue personnel but do not have this communication equipment. This will help ensure a safer operation when making entries into a confined space. 11. Kootenay Ultra Pulley CMC 300391: 3 @ $273 = $819.00 Large pulleys used for high angle rope rescue. Multiple ropes can pass through these pulleys making it a valuable piece of equipment. 12. Fast Link Anchor Strap (Small) CMC 201062: 2 @ $85 = $170.00 For rope anchoring during repelling operations 13. Fast Link Anchor Strap (Medium) CMC 201063: 2 @ $99= $198.00 For rope anchoring during repelling operations 14. Hands Free Communication Headset Atlantic Signal: 2 @ $1,100 = $2,200.00 When repelling or conducting operations where both hands are needed, hands free communication will be an asset for the safety of our personnel. 18. Aluminum SCUBA Tanks (80 Cubic Feet) Hilo Ocean Adventures: 15 @ $300 = $4,500.00 Many of our tanks have been going in to repair the tank valves. This is a costly repair so due to the age of our tanks, replacement of the tanks would make it much more feasible. 19. Garmin GPSMAP 64 ST with TOPO 24K Hawaii Map Amazon.com 4 @ $298 = $1,192.00 We have these for our rescue personnel but not the drivers (FEO) who many times will be running the operation. This is an item that should be assigned individually since it is important to constantly review its operation to ensure proficiency. B. OCEAN SAFETY 1. Waterproof Case with Headset with Electric Mic. * E-case,and 6p 1 n ex connector for radio Item number ODK-4E-9534-K: 4 @ $1,626 = $6,504 + Shipping cost $95.05 Total: $6,599.05 This waterproof case will be used on our Rescue Water Craft(RWC or Jet Ski)to protect our radios from the harsh elements of the ocean. With the headset attachment, it also allows our personnel to receive clear communication and transmit important information while operating the RWC. Currently, we only have a flimsy plastic covering housing the radio making communication difficult. 2.
