This appointment was effective at 12:00 noon on Monday, December 5, 2016. Until recently, Ms. Ley was the State Executive Director of the United States Department of Agriculture Farm Service Agency for Hawai'i and the Pacific Basin. Ms. Ley also served four years as the Deputy Director at the Department of Research and Development for the County of Hawai'i. Ms. Ley's experience in this field exceeds two decades. Her resume is attached for your information. Ms. Ley will serve a term co-terminus with my tenure, which will end on December 7, 2020. LEY RESUME EMPLOYMENT HISTORY August 2009— November 2016: State Executive Director, U.S. Department of Agriculture Farm Service Agency Hawaii and Pacific Basin • Delivered initiatives to support President Obama, the Secretary of Agriculture, the Farm Service Agency Administrator's goals to expand and enhance the economic development and wellbeing of rural communities and agriculture throughout Hawai'i, American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, Republic of the Marshall Islands, Federated States of Micronesia and the Republic of Palau. • Responsible for the timely and efficient delivery of programmatic services to agricultural businesses. • Assured delivery of an average of$20 Million annually in disaster assistance, support payments and loans to agricultural producers. • Oversight of 36 staff and 20 producer-elected County Committee Members. • Successfully managed budget and staffing reductions exceeding 20% by empowering staff to solve challenges and enhance outcomes and to develop and pursue career development opportunities. • Envisioned and led multiple transition strategies enabling virtual sharing of workloads throughout Hawaii, the Pacific Basin and ten southwest states, with the latter including a formal reorganization of administrative functions requiring review and approval by the Secretary of Agriculture and Congress. • Routinely collaborate with congressional offices, foreign and territorial governments, other federal agencies, State of Hawaii and counties, non-profit organizations and advocacy groups. March 2005 —July 2009: Deputy Director, County of Hawaii Department of Research and Development • In collaboration with the Director, served as the principal responsible for day-to-day operations of the department, including oversight of programs related to agriculture, tourism, economic development, community development, energy and film. Other responsibilities included management of personnel, correspondence, contracts, budget and purchases. • Acting Energy Coordinator responsible for overall energy program, initiatives and energy emergency preparation and management. Initiatives resulted in the installation of a photovoltaic system at the West Hawai'i Civic Center and Hawaii County Building, electric vehicle charging stations, and the purchase of the County's first hybrid vehicles (June 2005—January 2008). • Acting Tourism Program Specialist, with responsibility for oversight and delivery$1.2 million annually in program initiatives (March 2005—November 2006). • Special assignments included investigation of complaints, misconduct, development of policy and procedures. • County representation included the Governor's Energy Emergency Preparedness Advisory Group, Hawaii State Energy Council, Blue Planet Summit 2008 and facilitator for government and community meetings.
