This appointment was effective at 12:00 noon on Monday, December 5, 2016. Mr. DeMarco, a registered Professional Engineer, has over thirty years of experience as an engineer and program management professional. He has held the position of Engineer IV at the County of Hawai'i's Department of Public Works for seven years and served as the Director for the Department of Environmental Management from 2010 — 2011. Mr. DeMarco obtained a degree in Environmental Engineering from Humboldt State University in 1976 and a BS Construction Engineering Degree from the California Polytechnic State University in 1979. His resume is attached for your information. Mr. DeMarco will serve a term co-terminus with my tenure, which will end on December 7, 2020. Pursuant to Rule 5(6)(g) of the Rules of Procedure and Organization of the Council of the County of Hawai'i, we respectfully request a waiver of this nomination through committee so that it may be considered by the full County Council on January 5, 2017. MAJOR PROJECTS AND ACCOMPLISHMENTS • Floodplain Management Related: o In conjunction with the Engineering Division Chief, facilitated Hawaii County obtaining its 2008 FEMA Community Assistance/Audit compliance letter. o Assisted by the Department of Public Works' Public Communication Officer, facilitated Hawaii County entering FEMA's Community Rating System program resulting in a Rank 8. o Working with County Council Members, successfully amended the County's Floodplain Management Code by deleting an unnecessary "50-foot Buzzer Zone" requirement that was impacting the ability to improve residential and commercial structures and amended a prohibition against all fill material in Zone VE to only prohibiting "structural fill." o Successfully appealed/protested FEMA's 2008 and 201 1 Preliminary DFIRMs for Hawaii County. o In cooperation with FEMA and its consultant, Baker/AECOM, facilitated improving FEMA's Preliminary DFIRMs for Hawaii County, which were published in the Federal Register in August 201 5. o Managed County flood studies/TSDNs: Puna area (study area is over 200 sq. mi. and includes over 100 miles of newly mapped SFHAs); North Kona (Waiaha and Holualoa Drainageways); South Kona Phases 1 (Watercourse 13 - 20) & Phase 2 (Watercourses 1 - 14 and 21 -25); and, the Palai, Waiakea, Kaapu, Hienaloli and Waiakea Watercourses. o Reviewed and help facilitate many public and private FEMA Letter of Map Changes associated with subdivisions, capital improvement projects, and individual and commercial improvements. o Prepared a County policy on locating accessory structures in FEMA A Zones and Zone VE. • Water Quality Protection Related: o Facilitated getting Clean Water Grant Awards to improve and/or expand: Wastewater treatments plants for San Luis Obispo, Morro Bay, Santa Cruz, Scotts Valley, Gilroy, Monterey Regional Wastewater Treatment Plants and Watsonville; and, improve and/or expand the wastewater conveyance systems for Los Alamos, Mission Canyon, Ben Lomond, and Boulder Creek. o Instrumental in establishing a septic tank prohibition for the communities of Los Osos and Baywood Park. o Primarily responsible for studying water quality impacts associated with historic mining in San Luis Obispo County. o Initiated the cleanup (excavation) of Unocal's crude oil, diesel and gasoline spills beneath the community of Avila Beach. o In cooperation with the State of California Department of Toxic Substances Control and Santa Barbara County Health Department, initiated the additional cleanup of PCBs and other hazardous constituents associated with Shell Oil Company's former Canada de la Huerta refinery site. o Regulated and monitored landfill expansions at Chicago Grade, Camp Roberts and the Salinas Valley Solid Waste Authority's Crazy Horse and Gonzales landfills. o Instrumental in the proper assessment and disposal of hazardous waste (lead paint) associated with the demolition of WWII barracks located at Camp Roberts and Fort Ord. • Miscellaneous: o Initiated and directed the funding, design and construction of a new Hilo Landfill staff facility. o Initiated locating and constructing a new solid waste collection site for Hawaiian Ocean View Estates. o Directed a study to assess long term solid waste management for Hawaii County, which ultimately recommended hauling waste to the County West Hawaii landfill. o Hired a new Solid Waste Division Chief and established and filled a second Solid Waste Superintendant position for West Hawaii County.
