It is my pleasure to submit for your confirmation the appointment of Charmaine Kamaka as Director of
the Department of Parks and Recreation for the County of Hawai'i, pursuant to Section 6-3.2 of the
Hawai'i County Charter. This appointment was effective at 12:00 noon on Monday, December 5,
2016.
Ms. Kamaka served as the Human Resource Manager for the County of Hawai'i's Department of
Health & Safety Division for over 15 years. Ms. Kamaka has over 24 years of experience in an
administrative capacity in various positions held. She received a BA degree in Psychology with a
Minor in Occupational Safety and Health in 2006 at the University of Hawai'i at Hilo. Her resume is
attached for your information.
Ms. Kamaka will serve a term co-terminus with my tenure, which will end on December 7, 2020.
Pursuant to Rule 5(6)(g) of the Rules of Procedure and Organization of the Council of the County of
Hawai'i, we respectfully request a waiver of this nomination through committee so that it may be
considered by the full County Council on January 5, 2017. Thank you for your favorable

Responsibilities for this position included developing and coordinating safety policies,
activities and training for the County of Hawaii workforce of approximately 2,600
employees. Duties included analyzing and maintaining accident reports and records,
conducting safety inspections,approving purchase of safety related equipment,
monitoring County of Hawai'i compliance with State Statutes relative to safety,and
investigation, processing and management of all workers'compensation claims.
Oversaw preparation of workers'compensation cases for administrative hearings and
determination of appropriate benefits, awards and settlements.Served as departmental
emergency response liason at Civil Defense Agency.
Results:Significant reductions were made in both number of incoming and open claims
and workers'compensation costs.
Safety and Environmental Administrator 1994-2001
HT&T Hilo, Hawai'i 96720
Responsibilities for this position included developing and maintaining safety and health
programs,activities and training for a workforce of approximately 171 employees of a
power generation plant and transportation,stevedoring, and maintenance operation.
Investigated and processed all industrial accident and liability claims. Conducted and
coordinated safety inspections to insure compliance with county, state and federal
regulations related to health,safety and the environment.Assisted Human Resource
Supervisor in all matters pertaining to personnel.
Results:After design and implementation of safety program in 1994, accident claims
decreased by 31% in 1996, and 35%in 1997. Paid losses decreased by 85%in 1996, and
63%in 1997. Insurance premium costs decreased by 76%between 1995 and 1997,
following safety program initiation. Between 1997 and 2000,there was a 40%reduction
in the total number of accident claims filed,which resulted in additional reduction in
paid losses and premium costs.
Director, Department of Parks and Recreation 1990—1992

Responsibilities for this positon included the overall management of the largest (at that
time)department of the County of Hawaii. Duties included planning, initiating,
evaluating and implementing all department rules and regulations. Provided overall
administrative supervision to Division and Sections which included, Aquatics, Band,
Culture and Arts, Elderly Activities, Golf Course, Hoolulu Complex, Parks Maintenance,
Recreation, and Panaewa Equestrian Center(Zoo).The Department employed
approximately 450 persons and operated and maintained more than 165 public facilities
island wide.Additionally,the Department was responsible for providing programs for
the elderly and recreational programs for the public. The Department operated with an
annual budget in excess of$11,000,000.
Safety Coordinator 1988—1990

Responsibilities for this position included developing and coordinating safety policies,
activities and training for the County of Hawaii workforce for approximately 1,800
employees. Duties included analyzing and maintaining accident reports and records,
conducting safety inspections,approving purchase of safety related equipment,
monitoring County of Hawaii compliance with State Statures relative to safety, and
investigation and processing of all workers'compensation claims. Oversaw preparation
of workers'compensation cases for administrative hearings and determination of
appropriate benefits, awards and settlements.
Results: Fiscal year 1989--1990 saw a 3.2%reduction in workers' compensations costs.
Employee Relations Associate 1984—1985
Hilo Coast Processing Company Pepeekeo, Hawaii
Responsibilities for this position included design and implementation of safety and
health training programs for workforce of approximately 500 employees. Investigated
and processed all industrial accident and liability claims. Conducted in-house safety
inspections to insure compliance with OSHA/DOSH Regulations.Supervised
apprenticeship programs. Assisted Employee Relations Director in all matters pertaining
to personnel.
Intake Coordinator 1986—1988

Responsibilities included locating underemployed/unemployed seasonal agricultural
workers and certifying them for Job Training,Agriculture Upgrading, and Work
Experience Programs under the JTPA(Job Training Partnership Act).
Outreach Coordinator 1984—1985
Hawai'i County Office of Economic Opportunity Hilo,Hawai'i
Responsibilities for this position included setting up a support center for displaced Puna
Sugar Company Workers.Services offered included basic education and career
counseling, resume and job application preparation, assistance in locating and securing
employment, as well as referrals to various county, state,federal or private agencies.
In October 1985,contracted by the Hawaii County Department of Research and
Development to prepare for publication a report on the programs and activities
developed to assist the displaced Puna Sugar Company workers (available upon
request).
Employee Relations/Safety Supervisor 1976—1984
Puna Sugar Company, Limited Keaau, Hawai'i
Responsibilities for this raw sugar manufacturer included processing of new employees,
design and implementation of a safety and health program,facilitation of joint safety
committee meetings, investigation and processing of all industrial accidents and liability
claims,conducting in-house safety inspections to insure compliance with OSHA/DOSH
Regulations,coordination of social functions, and maintenance of personnel files and
records.
Also responsible for the technical planning and initiation of safety awareness seminars
and campaigns.This entailed the organization of safety quality teams among the 500
personnel of Puna Sugar Company.As a certified technician with the American Red
Cross, conducted courses in accident prevention and first aid. Initiated a Safety Awards
Program in an effort to alleviate the misuse of workers' compensation benefits.
Results:After the initiation planning of the Safety Awards Program and courses in
January 1981, accident claims decreased by 30.74%in the first year, and 49.77%in the
second year.
