TESTIMONY OF THE SALVATION ARMY-RICO INTERIM HOME
ON
BILL NO. 72, AN ORDINANCE AMENDING CHAPTER 2, ARTICLE 25, OF THE HAWAII
COUNTY CODE 1983, AS AMENDED, RELATING TO CONDITIONS FOR GRANTS TO
NONPROFIT ORGANIZATIONS; PROCEDURES FOR AWARDING GRANTS; RECORDS,
REPORTING, AND FISCAL ACCOUNTABILITY REQUIRMENTS.

HILO INTERIM HOME
The Hilo Interim Home provides residemial, prevention and outreach services to at-risk youths
throughout the County of Hawaii. We receive federal and state funds through purchase of
service contracts, which is our primary source of funds. Bill No. 72 as proposed will create
several problems for an agency such as ours, which relies on pwchase of service contracts to
implement programs.
Because of the multiple contracts we administer, submitting an expenditure report within five
working days following the expiration of a quarter will not be possible. We are able to provide
such reports within 30 days following the close of a quarter. Also, payments in arreazs will
require the use of other contract funds to pay for staffing and operating expenses of county
programs. Hawaii County funds to nonprofits is currently under a grant system and not a fee for
service contract. Therefore as a grant, quarterly payments should be made at the beginning of
each quarter.
We also would like the opportunity to amend our budget subject to approval of the Director of
Finance for vacant or unfilled positions.
In view of the problems it creates, we aze opposed to proposed Bi1172 pursuant to Chapter 2,
Article 25, of the Hawaii County Code relating to grants for nonprofit organizations. Thank you
