I respectfully submit my opposition, together with my justification and recommendation, to certain proposed amendments in Bill No. 72 to Chapter 2, Article 25 of the Hawaii County Code. I am in opposition to the following as it relates to our Transportation Program: SECTION 1. Purpose (4): °...to include recovery of funds for vacated or unfilled positions." SECTION 3. Section 2-139, (a),(5}: Quarterly disbursement of county funds... "not later than five working days following the expiration of the quarter..." iZ my ca,~ul G °Grantee organization's shall deduct from quarterly request for payment the amount of any salary monies, payroll taxes and employee benefits attributed to vacant or unfilled positions...' SECTION 4. Section 2-142(ej: This section (e) is opposed in its entirety. 2. I strongly believe the foAowing factors contribute materially to the justification of my opposition to the proposed amendments above for our Transportation Program: Comm. Date MAY 2 fi 19,9Q, • The submission of quarterly reports is not opposed; however, I object to the time frame of not later than five (5) working days following completion of the quarter as time allowed is inadequate to compile all quarterly data. Even the State and Federal Governments allow 30 days for submission of reports following the completion of the quarter. • It is strongly felt, the recovery of funds for vacated or unfilled positions is not in accordance with effective management of our Transportation Program. As most of you are aware, this program is operated on a very stringent budget. Any unexpended funds for vacated or unfilled positions are used for other budgeted line items in order to fulfill the objectives of our program. For your information, Federal Governments allows up to 5 percent changes in line items without prior approval. 3. Recommendations: I strongly recommend the following: • The deletion of amendments quoted in parenthesis above and further request the inclusion of submission of quarterly reports within 30 days following the completion of the quarter and; The addition of (6) under Section 2-139 as follows: (6) Grantee organizations may make amendments to line items of the original budget upon approval by the Director.
