This is to acknowledge receipt of your letter dated March 3, 1999, informing this office that
the roadway entrance from Hokulani Street is open for access and parking (unpaved) purposes
during church services. As indicated in your letter, use of this entrance will alleviate some
traffic from Iiwipolena Road.
You have also expressed your concern for the safety of the older citizens to use the unpaved
roadway and parking area due to the rocky and steep slope leading to the church building.
Inasmuch as we have stated in our letter of August 14, 1996 to close the access from
Iiwipolena Road, we felt that it would be proper, safe, and in the best interest for them and the
handicapped persons to access the church building from Iiwipolena Road. However, we stress
that as much as possible the church members should use the Hokulani Street roadway entrance.
We thank you for the information and your cooperation on this matter.

SUBJECT: TENRIKYO KAKAAKO CHURCH, located at 150 liwipolena Street
ATTN: Ms. Virginia Goldstein
Dear Ms. Goldstein,
I am writing to you in response to your phone call regarding the use of the Hokulani
Street entrance to the Tenrikyo Kakaako Church located at 150 liwipolena Street. The
gate and unpaved roadway at the Hokulani Street entrance is open during the time
that church services are being held and a limit amount of cars will be using this
entrance. This will alleviate some of the traffic from liwipolena Street. The Hokulani.
Street access to the church is limited because there is a steep slope and many of our
members are older citizens (over 65 years old). Our older member are unable to use
this unpaved roadway because of the steep slope and rocky unstable terrain. They
may fall and cause injuries to themselves.

Dear Ms. Goldstein:
Re: Enforcement of Use Permit No. 65 issued to Tenrikyo Kakako Kyokai
We received a complaint regarding the alleged lack of enforcement by the Planning
Department of Condition No. 8 of the above-referenced permit. It is our understanding
that Condition No. 8 states the following:
If, in the determination of the Planning Director, the church's use of
liwipolena Road negatively impacts the community in the future, the
Planning Department shall be authorized to require that driveways accessing
liwipolena Road be closed and that access be taken from Hokulani Street.
In your August 14, 1996 letter to Walter Ah Hee, a Tenrikyo Kakako Kyokai
representative, you notified the church that:
[A]ccess to the subject property for church purposes, during construction
and when the church is open, be directly from Hokulani Street, the County
roadway. Further, any existing access ways from liwipolena Road onto the
subject property be closed with permanent material such as posts and chain
or chainlink fencing. Such permanent closure shall be in place on or prior to
September 15, 1996.
According to the complainant, however, church members are continuing to use
liwipolena Road to access their church and are not using the Hokulani Street access.
In view thereof, we would appreciate your providing us with information on the
current status of the situation. In particular, we would appreciate your response to the
following questions:

1. Are the church members' continued use of liwipolena Road and the failure to
close access ways from liwipolena Road violations of Condition No. 8 of the
permit?
2. If there are no violations, please explain.
3. If there is a violation, what administrative enforcement action will be taken?
