A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
WAVE RIDERS AGAINST DRUGS TO ASSIST WITH EXPENSES ASSOCIATED
WITH THE WEST HAWAI`I'S COMMUNITY BEACH CLEANUP.
WHEREAS, the West Hawai`i's Community Beach Cleanup is scheduled for March 4,
2017, which involves a cleanup of beaches from Anaeho`omalu to Miloli`i; and
WHEREAS, the Big Island Wave Riders Against Drugs is a 501(c)(3) nonprofit
organization that promotes unity through drug-free group participation, and cosponsors the West
Hawai`i's Community Beach Cleanup with the County of Hawaii; and
WHEREAS, the Big Island Wave Riders Against Drugs and is requesting funds to assist
with expenses for newspaper and radio advertisements, as well as t -shirts, lunch and goodie bags
for each participant; and
WHEREAS, one of the Department of Liquor Control's goals is to support youth with
programs that promote alcohol- and drug-free events, such as programs that implement a safe
and healthy environment for learning; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 8 will be appropriated to the Department of
Liquor Control to provide a grant to the Big Island Wave Riders Against Drugs to assist with
expenses associated with the West Hawai`i's Community Beach Cleanup.
BE IT FURTHER RESOLVED that the County Council hereby transfers/appropriates
the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Department of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
