Your Committee on Finance, to which was referred Resolution No. 70-01. reports as follows:
Resolution No. 70-01, transmitted by Public Works Director Dennis Lee, via Communication
No. 179, dated April 3. 2001, initiates the construction of improvements by assessments at
Kcalakehe. Honokohau, Kaloko and Kohanaiki. District of North Kona, I lawai`i.
Pursuant to Section 12-10, Hawaii County Code, the Public Works Director (formerly referred
to as the chief engineer) has fulfilled his obligation to prepare and submit to the council a
resolution containing preliminary data concerning the special improvement proposed, and all
necessary details intended to apply thereto.
Furthermore, Resolution No. 70-01 authorizes the Public Works Director to investigate and
report to the council the necessity, feasibility, and method of assessment desirable for the
improvements consisting of an extension to the municipal sewer system, and, upon notification
by the council, consult with such financial consultant and bond counsel as the council may
employ.
Committee Members expressed concerns relating to the impact a sewer system may have upon
surrounding parcels.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 70-01
and recommends its adoption.
