A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL FOR THE SAKADA
DAY CELEBRATION 2016.
WHEREAS, the Big Island Resource Conservation and Development Council (`Big
Island RC&D") is a 501(c)(3) nonprofit organization that supports conservation, agricultural
research, and economic development on Hawaii Island; and
WHEREAS, the Honorable Governor David Ige signed into law HB604, which
dedicated December 201h as Sakada Day, an honor that has been long awaited for by the Filipino
community; and
WHEREAS, the second annual Sakada Day Celebration was hosted by Honoka`a town
on December 18, 2016 where they honored, showcased and commemorated the legacy of
125,000 sugar and pineapple plantation workers (sakadas) recruited between 1906-1946 by the
Hawaii Sugar Planters Association from the Philippines to work in Hawaii; and
WHEREAS, these "sakadas" or plantation recruits have greatly contributed to Hawai`i's
economic, social and cultural present-day society; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 1 will be appropriated to the Department of
Research and Development to provide a grant to Big Island RC&D toward reimbursement for the
cost of food and supplies associated with the Sakata Day Celebration 2016.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
