A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
SUBSTANCE ABUSE COUNCIL FOR ITS 2017 KONA SPLASH BASH.
WHEREAS, the Big Island Substance Abuse Council (BISAC) is a 501(c)(3) nonprofit
organization whose mission is to inspire individuals and families to reclaim and enrich their lives
in the wake of the ravages of substance abuse; and
WHEREAS, the Kona Splash Bash is a community event sponsored by BISAC that
focuses on providing resources and developing relationships with the community, promoting
health and wellness messages, and offering positive, alternative options to drug abuse; and
WHEREAS, BISAC is requesting financial assistance for food, rental of water slides,
water balloons, games, and prizes for the 2017 Kona Splash Bash; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 7 will be appropriated to the Office of the
Prosecuting Attorney to provide a grant to BISAC for expenses related to its 2017 Kona Splash
Bash.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Prosecuting Attorney and Director of Finance, and that the Director of Finance
is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
