RESOLUTION NO. 39 1-7
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
SUBSTANCE ABUSE COUNCIL TO ASSIST WITH EXPENSES FOR ITS 2017 KONA
SPLASH BASH.
WHEREAS, the Big Island Substance Abuse Council (BISAC) is a 501(c)(3) nonprofit
organization comprised of individuals and groups from public and private sectors that are
concerned with substance abuse and addiction, and are dedicated to inspiring individuals to
reclaim and enrich their lives by utilizing resources and harnessing their strengths; and
WHEREAS, BISAC is requesting assistance to help pay for food, games, and related
expenses for its 2017 Kona Splash Bash, a free family event, which will include various
community organizations assembling to promote health, wellness, and anti-drug use; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 8 will be appropriated to the Office of the
Prosecuting Attorney to provide a grant to the Big Island Substance Abuse Council to assist with
expenses for its 2017 Kona Splash Bash.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Prosecuting Attorney and Director of Finance, and that the Director of Finance
is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
