RESOLUTION NO. 41 17
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAMAKUA
YOUTH FOUNDATION TO ASSIST WITH THE PURCHASE OF JUDO MATS TO BE
USED BY THE SEI GI KAN HONOKA`A JUDO CLUB.
WHEREAS, Hamakua Youth Foundation Inc. (HYF) is a 501(c)(3) nonprofit,
community-based organization dedicated to creating a nurturing, youth -service program for
youth starting from age ten that teaches environmental sustainability and stewardship, Hawaiian
culture and arts, and youth leadership, as well as connecting youth and their families with social
service agencies; and
WHEREAS, HYF and its community is partnering with Sei Gi Kan Honoka`a Judo Club
by working collaboratively to promote extracurricular sports activities for the youth in Hamakua;
and
WHEREAS, the Judo club will be working with the HYF to provide Judo lessons for the
children who attend their youth program; and
WHEREAS, HYF is requesting funds to purchase used Judo mats for Sei Gi Kan
Honoka`a Judo Club, to be used at Honoka`a Hongwanji Judo Hall; and
WHEREAS, the judo mats are only slightly used, and are otherwise of good quality; and
WHEREAS, one of the Department of Liquor Control's goals is to support programs that
promote smoke, alcohol and drug-free activities for our communities, such as the HYF's youth
program and the Sei Gi Kan Honoka`a Judo Club; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 1 will be appropriated to the Department of
Liquor Control to provide a grant to Hamakua Youth Foundation Inc. to assist with the purchase
of used Judo mats.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
