The Department of Environmental Management has implemented the Zero Waste plan for Hawaii County with the mission of reducing human's environmental impact on this island's ecosystem. Bill 140 would be an assured step in the right direction toward the Zero Waste goal for our island. To still allow fast-food chain restaurants to distribute these materials on a daily basis in a place that depends so heavily on its natural resources is irresponsible. What message are we sending to our visitors and to our keiki when we promote our island's beauty and preach respect for the land yet we are purchasing foam products from overseas to be shipped here and stuffed into our landfills after a moment's use? While I admire the notion that a public outreach and education program is enough in and of itself to resolve the EPS problem, the many folks in this room involved in public outreach and education on single-use plastics may beg to differ. The first EPS legislation in the country began in 1988- 289 ears ago. There has been education. Y I speak on behalf of the supporting majority here today when I say that we are the volunteers, the educators, the speakers, and the community outreach team members. We visit schools and explain the problems of single-use plastics to children. We educate businesses on the feasibility of switching away from EPS products. We visit restaurants distributing congratulatory placards to recognize those who refuse EPS. We are the sets of hands cleaning up thousands of pounds of rubbish off of county beaches. And we are the ones here today asking for more than education. We are asking that our elected officials take initiative and make direct action. We ask that the county council members hear the community's request for action and support Bill 140 today. We thank you for your investment in the health and future of our island and our community. I'm a volunteer with Ocean Friendly Restaurants Hawaii,a coalition of nonprofit groups that are working to reduce single-use plastics through the Hawaiian Islands. Plastics are the most prevalent type of debris in the ocean environment and on our beaches. PURPOSE Ocean Friendly Restaurants Hawaii is a statewide campaign that works with restaurants to institute self- regulated,ocean friendly practices that reduce disposable plastic waste.This waste can end up on Hawaii beaches and persist in the environment for potentially thousands of years. Ocean Friendly Restaurants make a positive difference for our ocean and coastal environments. BENEFITS As a certified Ocean Friendly Restaurant (OFR), you'll receive numerous marketing benefits and incentives including: OFR Hawaii sticker decal for your storefront window. Promotion statewide via the OFR Hawaii website and Facebook Page. Optional collateral materials including table-toppers,and diner brochures. REQUIREMENTS To be certified as an OFR Hawaii and receive these benefits, your restaurant must meet specific requirements. MANDATORY REQUIREMENTS I. No EPS foam ("styrofoam") use; takeout food containers are recyclable (in your area) or compostable 2. Only reusable tableware is provided for onsite dining inside restaurants 3. Proper recycling practices are followed throughout the restaurant ADDITIONAL CRITERIA (MUST MEET AT LEAST THREE) I. Plastic straws are provided only upon request or are replaced with compostable straws 2. All takeout beverage containers are recyclable (in your area) or compostable 3. Takeout bags are not made of plastic and are provided only upon request. 4. Only compostable utensils are provided for takeout,upon request 5. No beverages sold in plastic bottles.
