2016, 11:00AM
Aloha County Council Members,
You will hear Bill 218/219, AG Use Assessments. 11:00am, Wedneday, October 19, 2011 FINN E
COMMITTEE. ;
You have the opportunity to take a small, painless, inexpensive, easy step to eradicate Atbiziategi
Hawaii Island.
Make it a prerequisite to qualify for AG Use the subject lands must be CERTIFIED ALBI
To qualify for AG Use there already exist many prerequisites. Albizia Free is probably the least
onerous. Just think, after Albizia Free Certification, all AG Use applicants can proudly state, my lands
are Albizia Free.
BIISC and volunteers assassinated many Albizia at Lava Tree this past Saturday, including those
Albizia growing back from fallen or cut stumps from Iselle.
Council Members, for the sake of your constituents, for the sake of Hawaii Island, for the sake of
HELCO ( $15,000,000,000.00 and climbing. ) let's take this small step and continue the process of
eradicating Albizia from Hawaii Island.

Subject: PREREQUISITE FOR ALL AG EXEMPT LANDS - CERTIFICATION THAT AG EXEMPT
LANDS ARE ALBIZIA FREE
Aloha Margaret and Aaron,
Aloha Hawaii County Council Members,
Appreciate you both speaking up about overtime and looking out for our precious TAX
DOLLARS. Tutu and I live very frugally trying to stretch our inflation deflated dollars to last us our
lifetime so we are not a burden to anyone, so we especially appreciate it when we see our elected
representatives looking out for our hard earned precious tax dollars.
Did I waste my time and breath testifying on Bills 218/219? With $40,000,000.00 tax dollars of
taxpayer paid subsidy for Ag Exempt lands to we ranchers/farmers/growers comes a Kuleana. This
Kuleana is a prerequisite that our AG Exempt lands be certified Albizia free. Albizia is the most
invasive, costly ( HELCO alone approx $15,000,000.00 and running not including the proposed
HELCO rate increase ) not to mention individual insurance and non insured losses, how many million
dollars more? And of course all those remaining trees that need to be removed before the next
triggering event and then the damage caused by Albizia in the next event.
Albizia, non dangerous type, which is what AG Exempt Albizia is, is so inexpensive and easy to treat
as my show and tell demonstration trunk depicts. Also, good replacement trees can be purchased for
$1:00. I propagate my own for $0.00.
If a rancher/farmer/grower has owned their land for 5, 10, 15, 20, 25, 30 years and there still
are Albizia on that land, when do you think the land owner will treat it and eradicate it? That is why
we need an "incentive".
I am putting my money where my mouth is. I have started "ALBIZIA FREE N. KULANI ROAD". I am
working with fellow/neighbor land owners on N. Kulani to make N. Kulani Albizia Free. BIISC is
coordinating with us. We call it "ALBIZIA FREE N. KULANI". I also started a non profit ALBIZIA
FREE HAWAII ISLAND.
Both BIISC and Jay Ignacio/HELCO support the proposal that a prerequisite for AG Exempt lands be
that they are certified ALBIZIA FREE. I have spoken with many others, ranchers/farmers/growers,
Albizia activists, and John Q Publics and they all support the proposal.
I commit to work with you to write the amendments to the bills, to conduct public workshops to take
public input on the Albizia amendment, to educate all so that any opposition to the Albizia amendment
can be eliminated and/or drastically reduced.
To do Albizia "business as usual" on Hawaii island is unacceptable! We all need to work together for
the eradication of the most costly invasive on Hawaii Island, Albizia.
Again, Mahalo for looking out for our precious tax dollars and Mahalo for considering the Albizia
prerequisite,
Bob Ernst 968-8611
