RE: Resolution before the Finance Committee Proposed Improvement District for
a waterline and road for Iki Place Kailua Kona, Hawaii.
I purchased the home at 73-4540 Iki Place in March of 2009. I replaced my entire plastic 3,000 foot+
PVC line from the meters at the Mamalahoa Highway to my home with HCPE line. During the last 7
years I have witnessed many leaks along the "spaghetti lines" which are located on top of the rock
wall on the old road that leads up to the Mamalahoha Highway;
I support the first steps to getting more information from the Manager-Chief Engineer of the
Department of Water Supply to see if it is economincally feasible to proceed with a water
improvement district project.
The information chould include the following:
1. The entire cost for the imprivement district.
2. How much of the cost will be born by residents on Iki Place. o
Comm. No. 1
3. How this expense will be paid back. Ref. o:D
Ref. Date SEP 2onig
4. Will there be interest costs?
5. The general character, the design of the system and extent of any improvement to be
proposed;
6. The proposed assessment unit and method of assessment;
