Subject: Bill 239:Parking prohibited during certain hours, adds County parking lot, Kona
Aloha, council members,
i haven't read Bill 239. However,from my understanding, it's meant to eliminate homeless use of the area (overnight
"camping") and other possible night time challenges.
Besides vandalism (a crime that only a few commit but the rest of us have to pay for through loss of liberties) and
homelessness (which most entities including government, businesses and community continue to try to sweep away
rather than fully address), I have a concern regarding drinking and driving.
Though it's illegal to drink too much alcohol and drive,even the best intentioned person can find themselves having had
one drink too many with no designated driver to get them home. Rather than encourage impaired people to drive home
after a night on the town because there's no place to leave their car,there needs to be alternatives to doing that,
including being able to their car in town and taking a taxi or friend's lift home.
I'm unsure if anyone discussed this issue in the previous reading, but I appreciate knowing the council's perspective and
how it can be addressed.The larger issue is that the use of public spaces and facilities is being diminished to "protect"
the public from the poor, mentally disabled, and a few bad apples.There has to be some better alternatives.
