Dear Chair Kanuha and County Council Members,
Thank you very much for the opportunity to submit my testimony in regards to the confirmation
of Mr.Joseph Kamelamela for the position of County of Hawaii, Corporation Counsel.
My name is Gilbert Benevides. It was my great privilege to have worked for the County of
Hawaii, Finance Department, Purchasing Division,for more than thirty years,the final seven years as
Purchasing Agent. i retired in December of 2012.
From the beginning of my career, Mr.Joseph Kamelamela was an attorney with the Corporation
Counsel's office, and a key contact for the Purchasing Division whenever questions about the
procurement law needed to be discussed and a conclusive legal opinion was required.
Mr. Kamelamela's integrity, intellect, and commanding understanding of the law are just three
of the many outstanding attributes which he will bring to the table if confirmed as the County of Hawaii,
Corporation Counsel.
Additionally, Mr. Kamelamela will bring a wide breadth of experience with him, in the areas of
County of Hawaii process and procedures,as well as outstanding communication skills which will enable
him to guide the department, its attorneys, and staff, in all the many complex and intricate
responsibilities therein.
As a former employee of the County of Hawaii, my long association with Mr. Kamelamela has
left me with a profound respect and admiration for his abilities and commitment to our Hawaii County
community.
I therefore respectfully ask that you,the Hawaii County Council, unanimously confirm Mr.
Joseph Kamelamela as our new Corporation Counsel.
