RE: Communication 19: Appointment of Joseph K. Kamelamela as
Corporation Counsel for the County of Hawai'i
January 4, 2017 Committee on Governmental Relations and Economic
Development
Dear Chairperson Kanuha and Committee Members,
Having worked closely with Joseph "Joe" Kamelamela for thirteen(13) years, I
unequivocally recommend him for the position of the Corporation Counsel for the County of
Hawai'i.
Joe is hard working, compassionate, dedicated, intelligent, and honest. In addition he is a
team player, a great teacher, a wise mentor and a true friend.
Joe always has the County's best interest in mind. When Joe litigated cases for
Corporation Counsel, he spent time not just on the legal aspects of the case, but also got to know
the County employees who were defendants or witnesses and assisted them with navigating the
wide range of emotions they experienced being involved in a lawsuit. His compassion for others
was also demonstrated by the amount of time he spent with County employees to insure they
understood their duties and responsibilities.
As my supervisor when I first joined the Office of the Corporation Counsel in 2001, Joe
was a patient and understanding teacher. I remember one night early in my tenure at Corporation
Counsel when I realized that the brief I had finalized for filing the next day, actually exceeded
the page limit. Although he was busy with his own work, Joe stayed with me and helped me
slash through the brief so it would contain all the necessary information, yet stay within the page
limit. As a teacher, Joe allowed me to make, and learn from, my own mistakes. He was patient
and provided guidance without lecturing or dictating.

Joe is one of those people who helps others without being asked. Once when I was
working on a case, Joe knew I wasn't being provided much assistance. He kept asking if there
was anything he could do to help, until I relented and admitted that I could use some help. Joe
assisted, not just with the legal aspects of the case,but also let me practice my argument on him,
and patiently offered suggestions.
Joe will put the office and community's interest above his own. His selflessness is
demonstrated by the countless hours he spends providing pro bono legal services. Joe is an
honest person whose integrity and moral compass will lead the office in a positive direction.
I believe Joe will be an excellent Corporation Counsel, and urge you to confirm him.
