Enclosed is a bill for an ordinance to amend Ordinance 12-129 which authorizes the
Mayor to enter into an intergovernmental agreement for a State Water Pollution Control
Revolving Fund Loan (SRF) for financing wastewater improvement projects. The purpose of
this measure is to change the name of the second project from "Kula`imano and Papa'ikou
Dewatering" to '`Kula'imano and Papa'ikou Dewatering& Barminutor Replacement" and to
increase the authorized amount for this project from $1,200,000 to $2,700,000. This increase
is to expand the project scope to include barminutor replacement and other minor system
upgrades.
If there are any questions, please do not hesitate to call Robin Bauman of the Department of
Environmental Management at 961-8179.

A. REQUEST:
An Ordinance amending Ordinance 12-129 authorizing the Mayor to enter into an intergovernmental
agreement for a State Water Pollution Control Revolving Fund Loan for Wastewater improvement projects
and authorizing the issuance of$11,322,000 General Obligation Bonds of the County of Hawaii for the
purpose of financing the following projects:
Kalaniana'ole Interceptor Sewer Rehabilitation Phase II $8,622,000
Kula'imano and Papa'ikou Dewatering & Barminutor Replacement $2,700,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State Department of Health has indicated that funding through the State Water Pollution Control Revolving
Fund Loan Program is available for the Kula'imano & Papa'ikou Dewatering & Barminutor Replacement project.
Ordinance 12-129 includes funding for the Kula'imano & Papa'ikou Dewatering project in the amount of
$1,200,000. This request is to increase the authorized amount for this project to $2,700,000, and to change the
project name to "Kula'imano & Papa'ikou Dewatering and Barminutor Replacement." This request includes no
changes to the Kalaniana'ole Interceptor Sewer Rehabilitation Phase II project.
The increase in amount is due to additional project scope which will include barminutor replacement and other
minor system upgrades.
The Kula'imano and Papa'ikou Wastewater Treatment Plant upgrades include the following: (1) replacement of
existing sludge dewatering systems, (2) replacement of existing barminutors with screening devices,
(3) modification to the existing potable water systems to integrate air-gap protection, (4) replacement of existing
underground aeration piping (Kula'imano facility only), and (5) assessment of existing electrical systems to
identify and implement necessary upgrades to the electrical systems. These scope upgrades are necessary to
maintain safe and reliable facility operations and regulatory compliance.
