This verdict shocked me and I believe that it will cause many problems in the future. A Department Head's power to select employees for promotion ot" employment from a list of qualified applicants must be preserved in interest of efficiency. Written tests, education, and seniority are merely a few of the means of determining the most effective employee. Personal characteristics such as work ethics, loyalty, leadership, honesty and reliability are probably of greater importance in a supervisor. These are personal evaluations. I would hate to think that Department Heads will have to be concerned about law suits every time someone is promoted. Certainly, this verdict increases the probability. CC: MayorYamashiro ~ J Comm.
