Your Committee on Planning, to which was referred Bill No. 4, reports as follows:
Bill No. 4, transmitted by Mayor Harry Kim, via Communication No. 29 dated December 13,
2016, amends the State Land Use Boundaries Map for the County of Hawai`i by changing the
district classification from the Agricultural District to the Urban District at Kukuihaele,
Waikoekoe, Hamakua, Hawai`i (Tax Map Key: 4-8-006:003).
This measure is initiated by the Planning Director, and the subject parcel is 8,803 square feet.
The Windward Planning Commission recommended approval of this bill at its public hearing on
December 1, 2016. The property is the site of the formerly proposed Trees of Kukuihaele
development that will not be developed.
Deputy Planning Director Daryn Arai came forward and explained that this request was
prompted by the current landowner and that the original vision for a resort development on this
property was not going to materialize because of limitations such as the lack of adequate water to
sustain a resort development.
Your Committee on Planning is in accord with the purpose and intent of Bill No. 4, and
recommends its passage on first reading.
