Subject: CHARTER AMENDMENT RELATING TO SPENDING CONTROL
Attached is a proposed Charter amendment limiting and controlling government
spending.
The proposal incorporates two limiting measures:
(1) General Fund expenditure ceiling shall not exceed 1% of the
certified net taxable real property assessment for the affected
year.
(2) General Fund expenditures shall not increase by more than the
average growth rate (%) of the per capita income of the County
of Hawaii (Date Source: U.S. Department of Commerce).
The expenditure ceilings will be exclusive of debt service obligations and
programs in receipt of Federal and State funds.
