Amends Division ll, Article 1, Chapter 25 (Zoning Code), of the Hawaii
County Code 1983, as amended, by adding a new section to read as
follows: "SECTION 25- Exception to off-street parking regulation;
Honokaa, Hawaii. The supplementary off-street parking regulations
of this division shall not apply to those areas fronting Mamane Street
from Ohelo Street to PIumeria Street in Honokaa, Hawaii."

ORDINANCE NO.
AN ORDINANCE AMENDING DIVISION 11, ARTICLE 1, CHAPTER 25 (ZONING
CODE), OF THE HAWAII COUNTY CODE 1983, AS AMENDED, RELATING TO
OFF-STREET PARKING.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. PURPOSE. The purpose of this ordinance is to exempt
those areas fronting Mamane Street from Ohelo Street to Plumeria
Street in Honokaa, Hawaii, from the off-street parking requirements
of the Zoning Code. The Council finds this action necessary to
permit improvement and development to the Honokaa area without
necessitating the wholesale destruction or alteration of existing
commercial structures.
SECTION 2. Division 11, Article 1, Chapter 25 (Zoning Code) of
the Hawaii County Code 1983, is amended to add a new section to read
as follows:
"SECTION 25- Exception to off-street parking
regulation; Honokaa, Hawaii.
The supplementary off-street parking regulations of this
division shall not apply to those areas fronting Mamane Street
from Ohelo Street to Plumeria Street in Honokaa, Hawaii."
SECTION 3. This ordinance shall take effect upon its approval.

JUSTIFICATION
BILL NO. 1093
TITLE: An Ordinance Amending Division 11, Article 1,
Chapter 25 (Zoning Code), of the Hawaii County
Code 1983, Relating to Off -Street Parking.
JUSTIFICATION: The Honokaa Urban Design Plan was adopted by the
County Council to serve as a detailed guideline
for urban growth within the town of Honokaa.
Based on goals, policies, standards, and courses
of action outlined in the General Plan, its
purpose is to further clarify the General Plan
policies and to establish a more detailed program
for implementing the General Plan within Honokaa
town. The specific goal of the Urban Design Plan
is to maintain the existing atmosphere and
distinctive lifestyle of the Honokaa area and more
specifically, to preserve the architectural
integrity of the town. Exempting the main core of
Honokaa town from the off-street parking
regulations is necessary to permit growth and
development without the alteration of existing
commercial structures.
