Your Committee on Finance, to which was referred Bill No. 8, reports as follows:
Bill No. 8, transmitted jointly with Bill No. 7,by Finance Director Collins Tomei, via
Communication 64, dated January 5, 2017, relating to public improvements and financing for
fiscal year July 1, 2016 to June 30, 2017.
Bill 8 adds the Environmental Management - Kula`imano & Papa`ikou Dewatering &
Barminutor Replacement project for $300,000. Funds for this project shall be provided from
General Obligation Bonds, Capital Projects Fund —Fund Balance and or Other Sources
($300,000). Funds would be used for design of this project.
There was no discussion on this measure then the vote was taken on the motion to approve and
passed with nine ayes.
Pursuant to Section 10-6(e) of the Hawai`i County Charter, at any time during the fiscal year, the
Council, by ordinance adopted by the affirmative vote of at least two-thirds of the entire
membership may amend the capital budget for that year.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 8, and
recommends its passage on first reading.
