The appropriation and authorization in Section 2 include land purchase, plans, site preparation, improvements to land and construction. SECTION 6 . The Mayor shall initiate authorized projects taking into consideration the factors of public need, general financial condition of the ® general funds, highway fund, sewer fund, parking meter funds, and revenue sharing fund, as well as the County' s general economic conditions . SECTION 7 . This ordinance shall take effect on July 1, 1993 .
