C _ No . 763 : MAHUKONA BOAT LAUNCHING AREA
From Oligaro Fernandez, President, Kohala Trollers Club,
dated April 18, 1978, requesting improvements to the
Mahukona boat launching ramp to make it a safer place
for all to use and informs a very rough estimate of
$8,000 to $10, 000 in addition to the allocated $15,000
anti-recession funds, is needed for the improvements :

From Director of Taxation Gordon Y. H . Wong dated
April 27, 1978 submitting, in compliance with Section 248-2,
HRS, certificate showing the 1978 net taxable valuation of
real property within the County of Hawaii and the real
property tax rates for the 1978-79 tax year based on the
current tax year's real property tax revenue :

From Mimi Warsh, Associate Director, and Beverly Mesch,
Pu'uhonua Task Force, dated April 7, 1978 submitting a
proposal by the Mental Health Association in Hawaii
County for a Family Crisis Shelter, to be known as
"Pu'uhonua" . Informs of their total first year's

8 - No . 788 : PAPAIKOU GYM IMPROVEMENTS
From Masaichi Takaki, Instructor, Aikido, dated May 9,
1978 requesting support of their community request for
funds to construct a "lean-to" to be located and
attached to the rear of the Papaikou gym for use as an
activity center for the youngsters and senior citizens .
As a new facility would cost in excess of $100,000,
feels the Parks & Recreation Department can complete
the project in-house with a cost estimate of $15,000:

'No. 814: OPPOSITION TO INCREASE IN REAL PROPERTY TAX RATE
From Ed Austin, President, Puako Community Association,
dated May 22, 1978, informing their association
vigorously protests the raise in real property tax rate
from $15 . 56 to $17 .90 for reasons, as listed :

41„ - No . 815 : COUNTY COUNCIL'S POLICIES AND DIRECTIONS
From Council Chairman Stephen K. Yamashiro dated May 23,
1978 submitting for review and approval, policies and
directions of the County Council to establish its own
priorities and goals in the deliberation of the budget .
Believes as the Council approves the Operating and
Capital Programs for the fiscal year 1978-1979, it is
also the proper occasion to transmit these written
policies and directions to the Mayor and his cabinet
members to provide them direction:

directions of the County Council to
administration.

(Amended) Appropriates estimated revenues for expenditures by
the County of Hawaii for the fiscal year July 1, 1978
to June 30, 1979 .

Relates to public improvements and financing thereof
for the fiscal year July 1, 197$ to June 30, 1979 .

Bill 387 : 197$ SALARY ORDINANCE
Establishes the number and rates of compensation for
all positions in departments, offices and other agencies
of the County of Hawaii under the legislative control of
the County Council, designating payroll periods, pay
days, prescribing certain requirements with respect to
overtime, perquisites and official fidelity bonds, and
repealing Ordinance 330, and allamendments thereto ;
said ordinance to be known as the Salary Ordinance of
1978.
