A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO ASSIST WITH
EXPENSES RELATED TO THE PARANGAL DANCE COMPANY, A FILIPINO FOLK
DANCE GROUP FROM CALIFORNIA.
WHEREAS, the Big Island Resource Conservation and Development Council (BIRCD)
is a 501(c)(3) nonprofit organization whose purpose is to accelerate the conservation,
development, and utilization of natural resources, improve economic activity, and to enhance the
environment and standard of living in designated areas; and
WHEREAS, BIRCD's vision is to conserve, enhance, and promote the economic,
cultural, and natural environment of Hawaii Island; and
WHEREAS, the Parangal Dance Company is a Filipino folk dance group based in
San Francisco, California, whose goal is to serve as a bridge, inspiring and connecting Filipino
Americans to their roots to give them a sense of pride and identity, while educating diverse
communities to foster awareness and appreciation of the Filipino culture; and
WHEREAS, the Parangal Dance Company will be performing at the 54th Annual
Merrie Monarch Festival, the Merrie Monarch Royal Parade, and at two or three schools on
Hawaii Island; and
WHEREAS, BIRCD has supported many cultural events over the years such as the
Hawaii Island Festival — 30 Days of Aloha, the Ka`u Coffee Festival, and the Veteran's Day
Parade, and this year, BIRCD would like to support the Parangal Dance Company and its
members as they take part in the Merrie Monarch Festival in hopes that they will continue to
visit Hawaii Island and participate in future events; and
WHEREAS, BIRCD is requesting funds to offset costs for vehicle transportation and
meals for the Parangal Dance Company; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 1 will be appropriated to the Department of
Research and Development to provide a grant to the Big Island Resource Conservation and
Development Council to assist with expenses related to vehicle transportation and meals for the
Parangal Dance Company.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
