The regular meeting of the Committee on Governmental Relations and Economic
ORDER:
Development was called to order at 9:05 a.m., in the Council Chambers, Kona,
by Mr. Dru Mamo Kanuha, Chair.

Comm. 46: HAWAII STATE ASSOCIATION OF COUNTIES' NOVEMBER 28, 2016,
EXECUTIVE COMMITTEE MEETING MINUTES

CHR KANUHA: Thank you, Mr. Clerk.
Motion to Close File: Ms. David moved to close file on Comm. 46. Seconded
by Ms. Eoff.
CHR KANUHA: Just for the record, Ms. O'Hara is here. Good morning. For
discussion, members. This was the Hawaii State Association of Counties'
November 28th minutes. Okay. We have a motion and a second. All in favor of
filing communication—and this, just for FYI (For Your Information), this was
GREDC-2 January 24, 2017
November 28 when Fresh Onishi was still the HSAC (Hawai`i State Association
of Counties) member. So if you haven't read the minutes please do so that—I
know it's kind of—it's hard because we get the minutes a meeting later and then
when we turn these minutes in, we have a certain amount of time for it to be on
this agenda so that's why it's in November 28th minutes, and now we're in
January 20th. So just as an FYI, I know certain members of the last Council had
some issues in why the minutes were so late, but this is kind of the process that
we go through. So if you don't—if you haven't gone to the HSAC meetings on
Oahu, you can read the meetings and find out exactly what's going on and then if
you have any questions for me during these meetings, then please let me know.
Vote on Comm. 46: The motion to close file on Comm. 46 was carried by the
Filed following voice vote:

O'Hara, Poindexter, Richards, Ruggles, and
Chair Kanuha – 8.
Noes: None.
Absent: Committee Member Chung – 1.

CHR KANUHA: Okay Mr. Clerk, if we could go on to Communication 73.
Comm. 73: REPORTS THE ATTENDANCE OF COUNCIL CHAIR POINDEXTER,
COUNCIL MEMBER LEE LOY, AND COUNCIL MEMBER EOFF AT
THE HAWAII LEEWARD PLANNING CONFERENCE
From Council Member Karen Eoff, dated January 18, 2017.
Motion to Close File: Ms. Eoff moved to close file on Comm. 73. Seconded
by Mr. Richards.
CHR KANUHA: Ms. Eoff
MS. EOFF: Thank you. We just wanted to make sure that we comply with the
law so we are sending this communication to the Council that three of us were in
attendance at the Leeward Planning Conference.
CHR KANUHA: Okay.
MS. EOFF: Which was—actually it wasn't organized for us. We were
Ms. Poindexter and I attended as speakers and Ms. Lee Loy was there as a guest.
So just to be on the safe side we wanted to comply with the requirement to report
that.

CHR. KANUHA: Thank you. Any other discussion, Ms. Lee Loy? I can't see
you on the Hilo side, but just let me know if you want to discuss anything. Okay
