the copies of Resolution No . 367, regarding expansion
of the University of Hawaii Hilo Campus from a two-
year program to a three-year program with ultimate
future expansion to a four-year degree-granting
institution:

affirms and supports the 4-year
program for the University of

Procedures pertaining to County Hospitals and
Related Public Health and Medical Facilities:

Enforcement of Ordinance No . 26, and informs that
if it is the desire of the Board to clothe the Park
employees with police powers, recommends that the
County obtain legislative approval :

prepare an appropriate bill
to be presented to the
Legislature .

constructing access road to the Kona Hotel Workers
Housing Project (length of road is estimated at 1$00' )
and HHA is able to share in the road cost :

regarding the transfer of the operation of the
County Jail to the State and informs that legislation
will be necessary to effect the change :
Support the stand taken last
year to transfer the functions
of operating the County Jail
to the State and that the
Corporation Counsel contact the
Attorney General's Office to
assist in the drafting of the
proposed legislation as suggested
by the Governor.
No . 2507 : Senator Joseph D . Tydings of Maryland, Member of the
Committee on the Judiciary - Transmits a bill, Title
XII of the Housing and Urban Development Act of 196$
(P.L. 90-448) . Title XI of this Act provides Federal
reinsurance against loss from civil disorders :

/No . 260$: Mr. James E. Strong, 2777 Ainaola Drive - Feels that
the present proposal of the County Zoning Ordinance
to make that area one of Agriculture (develop in
20-acre plots) would be a great drawback to
community growth. Presently, it is grazing land
because it is not profitable or feasible for farming.
Requests reconsideration to allow one acre or even
one-half acre subdivision in order to allow progress
to continue :

al - Notice of Appeal for variance from minimum
building site average width requirement for a pro-
posed subdivision:

Corporation Counsel to determine
whether the communication should
be considered by the Council or
by the Board of Appeals .
REFERRED RECOMMENDATION
/No . 1 : RE: GUN CONTROL LAW
(PSPC-39)
Recommends refer to Legislative Committee to discuss
with the Legislature the possibility where anyone
who uses a gun as a means of committing a crime is
immediately given life imprisonment :
Refer to the Police Chief for
comment .
RECOMMENDATIONS
No . 1: IMPROVEMENTS OF HILO AIRPORT FACILITIES
Recommends that the Corporation Counsel prepare a
Resolution to the State Legislature to expedite the
improvements of the facilities at the Hilo Airport
to accommodate the imminent expected influx in air
traffic .

�No . 2: GENERAL PLAN OF THE COUNTY OF HAWAII
Recommends that the Planning Director and the
Corporation Counsel be requested to comment on the
requirements of Article III, Sec . 3-16 of the
Charter relating to the General Plan of the County
of Hawaii .
