following are
Economic Development and Legislative Committee which were
considered at its meeting of February 11, 1969:
COMMUNICATIONS
No. 37: Edward Silva, Director of Personnel Services •
Re: C-1585/PEDLC-1 - Re-submits comments and report
on the Police Salary Study by Thomas Q. Gilson:
Accept and file report .
Request that an inquiry be made
to the State Legislature as to
the status of. House Resolution
227 adopted April 27, 1967.
No. 69: Planning Director
Submits for Council's favorable consideration a
further amendment to Section 13-F of Ordinance 63
by adding Section 13-F-2 to recommend revising
sideyard requirements for shade-type structures .
(saran shade) to allow a 10-foot sideyard and
front setback instead of the 20 feet now required :
Accept recommendation to amend
Section 13-F of Ordinance 63
and request -Corporation Counsel
to prepare amendment.
Also request Corporation Counsel
to seek legal means of exempting
saran covered sheds from being •
taxed. (At the present time, •
these sheds are being taxed the
same as permanent structures. )

Request the passage of the attached resolution giving
the administration authority to intervene and study
the proposed inter-island rate hike by Hawaiian and
Aloha Airlines:
Recommend adoption of the
proposed resolution with the
following amendment :
Eliminate "a $2.00 per ticket"
of the first paragraph and
insert "an" in place to read:
WHEREAS, Hawaiian Airlines has
requested Civil Aeronautics Board
approval for an inter-island fare
increase and Aloha Airlines
reportedly is planning to do
likewise; and

In answer to Resolution No. 20, adopted by the Council
on January 15, 1969 with reference to plans for expansion
of existing terminal facilities at the Hilo Airport :
Informs that a speedup completion deadline will cost an
additional $73,000 and he does not believe the cost
justifies slight gain in completion time.
Informs also that his department is proceeding with
plans for the additional carriers and that the com-
pletion of the revised Master Plan for General Lyman
Field is being pushed:

Protest the lease of the petroglyph fields in Puako to
Boise Cascade Company for resort, hotel and housing
development and protest also the proposed Dolphin
Condo in Kailua, Kona, explaining the fact that they
are share holders of the company financing the
development :
Refer Section 1 - Petroglyph
fields at Puako - to the Planning
Director for comments.

RECOMMENDATIONS
No . 1: Taxation Bills
Recommends against the supporting of the bills relating
to the tax on vehicle tire, tube and tread rubber, and
the 1% tax on the value of the vehicle. 4C- ao /1'?Gb
No. 2: Refer problem of determining actual vehicular weight
(for taxing purposes) to the Finance Director.
No. 3 : Ask the Mayor to meet with the Council-as-a- whole to
review his state legislative programs and possibly
determine areas where a joint effort could be made.

Protest the lease of the petroglyph fields in Puako
to Boise Cascade Company for resort, hotel and
housing development and protest also the proposed
Dolphin Condo in Kailua, Kona, explaining the fact
that they are share holders of the company
financing the development:

referring to the Petroglyph fields
at Puako to the Planning Director
for a reply to Mr. & Mrs. Bartlett
and inform them of the background of
the Signal Oil presentation that was
made.

As a follow-up to my letter of February 6, 1969, transmitting
copies of legislative bills concerning taxation. on vehicles,,
the Hawaii County Council asked that I inform your Association
that it has gone on record to oppose those legislative bills
relating to the tax on vehicle tire, tube and tread rubber, .
and the one per cent tax on the value of the vehicle. V
