Home My WebLink AboutREP PEDLC 004 02/27/1969 1969-1972 PLANNING, ECONOMIC DEVELOPMENT AND LEGISLATIVE COMMITTEE REPORT NO -t • • • Councilmen County of Hawaii Hilo, Hawaii The following are the recommendations of the Planning, Economic Development and Legislative Committee which were con- sidered at its meeting of February 27, 1969: COMMUN ICAT IONS No . 86: Corporation Counsel Re: C-1785/PEDLC-2 (Possibility of legislation requiring mainland vehicle owners using local roads and highways to purchase local license plates. ) - Transmits copy of letter sent to Mr. Ralph Kondo , State Tax Director, requesting information as to whether the State of Hawaii is observing certain reciprocal consideration with respect to the licensing of out-of-state motor vehicles: Refer to the Corporation Counsel to look into the possibility of legislation requiring mainland commercial vehicle owners using local ro ads and highways to purchase local license plates and present a draft of the bill to the Council. No . 87: Corporation Counsel Re: 'C-1785/PEDLC-2 - Submits report on Bill for an Act Relating to Taxation (Chapter 130A, Vehicle Tire, Tube and Tread Rubber Tax Law) . Informs that the bill proposes that: 1) Every wholesaler or dealer of rubber products acquire a license before selling or using rubber products; 2) Every wholesaler or dealer pay an excise tax amounting to 100 per pound for tires, 10¢ per pound for tubes; and 5¢ per pound for tread rubber sold or used by him. Informs that this bill proposes to impose an additional $10.00 annual tax on all vehicles and motor vehicles (except antiques) . The $10.00 tax is to be paid by the County Treasurer to the State Director of Finance for deposit to the credit of the State Highway Fund: �No . 89: Corporation Counsel C-1785/PEDLC-2 - Submits report on Bill for an Act Relating to the Fuel Tax Law and Amending Section 123-3, RLH 1955. Informs that this bill proposes to increase the rate of tax on each gallon of liquid fuel by l¢ per gallon and that the County of Hawaii extra state tax and fuel tax are not affected: No. 90: Corporation Counsel Re: C-1785/PEDLC-2 - Submits report on Bill for an Act Relating to Taxation of Motor Vehicles as it Affects this County. Informs that this bill proposes to impose an additional annual tax of 1% of the "value" of the vehicle allowing a 25% depreciation per year on the declining balance. The Hawaii County Director of Finance will be responsible for the collection of the tax which is to be turned over to the State Director of Finance for credit in the State Highway Fund: Received and filed. Hoag, Chairman, Ad-Hoc Committee on Housing, Hawaii Island Chamber of Commerce Requests that the Council appropriate sufficient funds to initiate an in depth comprehensive statis- tical survey to determine the County' s comprehensive and long term housing needs. Refer to the Department of Research and Development the following propositions: 1. Check on Federal programs to ascertain whether Federal funds are available for this project. 2. Determine the cost of the project. 3. The study to be made on the housing situation should include, besides statistical and other necessary informa- tion, recommendations on how the problem can be resolved. 4. Department to use own funds for the cost of such a study. 411 PEDLC Rep. 4 • - 4 - Feb. 27, 1969 • �No . 103: Earl Hirotsu, President, Hawaii Island Chamber of Commerce Transmits a copy of the resolution which was adopted by the Board of Directors of the Hawaii Island Chamber of Commerce supporting the idea of starting a third year college in Fall, 1969, and fourth year program in Fall, 1970:. No . 2016/ County Attorney' s Office - Submits report on C-1023, PEDLC-1 Enforcement of Ordinance No . 26, and info rias that if it is the desire of the Board to clothe the Park employees with police powers, recommends that the County obtain legislative approval: Received and filed. Refer problem of park policing to the Parks and Recreation Director. MOTION �Motion 16: It was moved, seconded and carried that the idea of a tourist form of tax to be utilized for development in areas that will be used primarily by tourists be added to the agenda of the next PEDLC meeting: Refer to the Corporation Counsel to ascertain the bill that is to be introduced to the legislature to allow the counties to make their own decisions on the tourist tax and its implementation should the legislative bill pass.
