HomeMy WebLinkAboutREP PEDLC 005 03/13/1969 1969-1972 i S PLANNING, ECONOMIC DEVELOPMENT AND LEGISLATIVE COMMITTEE REPORT NO 5 Councilmen County of Hawaii Hilo, Hawaii The following are the recommendations of the Planning, Economic Development and Legislative Committee which were con- sidered at its meeting of March 13, 1969: COMMUNICATIONS - No . 75: Dorothy & Herbert Bartlett Protest the lease of the petroglyph fields in Puako to Boise Cascade Company for resort, hotel and housing development and protest also the proposed Dolphin Condo in Kailua, Kona, explaining the fact that they are share holders of the company financing the development: Refer to the Planning Director for a reply to Mr. & Mrs. Bartlett on the action of the Council on the Dolphin Condo- minium. No . 86: Corporation Counsel Re: C-1785/PEDLC-2 (Possibility of legislation requiring mainland vehicle owners using local roads and highways to purchase local license plates.) - Transmits copy of letter sent to Mr. Ralph Kondo , State Tax Director, requesting information as to whether the State of Hawaii is observing certain reciprocal consideration with respect to the licensing of out—of—state motor vehicles: 86.1: Corporation Counsel Re : C-86/PEDLC-4 - Mainland Commercial Vehicles - Purchase Local License Plates - Transmits a proposed legislation which would amend Section 249-3(1) , HRS, so that vehicles not designed solely for carrying passengers which are brought into the State would be subject to County vehic- ular taxes: Recommends that the proposed bills be presented to the Hawaii Select Committee for their consideration. No . 104: Mrs. Ruth Thompson, Kailua-Kona Informs that the landowners of downtown Kailua-Kona. evaluated the economic solutions and have developed a total plan for the area. Recommends that the Council condemn the Dolphin project in favor of the general plan: Refer to the Planning Director for a reply to Mrs. Ruth Thompson on the action of the Council on the Dolphin Condominium. »> No . 146: Planning Director Re: Proposed "University Heights Residential Subdivision" Unit III, Waiakea, South Hilo , Hawaii Submits for the Council ' s approval, the requirement that the subdivider construct sidewalks as one of the condi- tions for a final approval: Approve the Planning Director' s recommendation that sidewalks, curbs, and gutters be required for the subdivision. RESOLUTION �No . 52: Council of the County of Hawaii go on record as urging the Civil Aeronautics Board to authorize the -immediate implementation of air service between the mainland and Hawaii: Accept and file. 411 • PEDLC-5 - 3 - March 13, 1969 ORDINANCE � 11 572: An Ordinance Amending Section 28 of Ordinance No . 63 (Zoning Ordinance) , Revised Ordinances of the County 1,0V of Hawaii 1967, as Amended "South Hilo Safety Zones , ,:C-l3 shall be limited to a building height of seven (7) y�« ac��'�y` stories : " Copy of bill be sent to the State Department of Transporta- tion for advice and comments regarding future Hilo Airport development plans. Establish a moratorium for a period of 90 days on all construc- tion for the affected areas. Request the Corporation Counsel to prepare an ordinance to establish a moratorium for adoption at the next Council meeting. RECOMMENDAT ION �c,. No . 1: Request the Planning Director to submit an amendment to the Subdivision Ordinance to include curb, gutter and sidewalk requirements for 15,000 sq. ft. or smaller lots in Class A Residential Districts.
