Boshard, Chairman of the Planning Commission, regarding an addendum to their rules and regulations: Recommends adoption of the addendum to the Rules Relating to Administrative Procedures of the Planning Commission. /6.,&., • No . 471: County Clerk Submits for the Council' s disposition the state- ment presented by Mr. Ralph Allison at the Council meeting of September 3, 1969 for lot size determination in the Panaewa Houselot area by the Planning Commission: • Refer to the Planning Com- mission for their disposi- tion. &c C,,,,, No . 472: Henry K. Boshard, Chairman, Planning Commission Re: Amendment to the General Plan of Kona - Keahuolu, North Kona, Hawaii Transmits for the Council ' s approval the attached proposed bill (No . 61111 ) amending the General Plan of Kona, changing the proposed land use designation from Industrial use to Commercial use in Keahuolu, North Kona, Hawaii. Boshard, Chairman, Planning Commission Re: Amendment to the County Zoning Ordinance - Kurtistowm, Olaa, Puna, Hawaii (TME: 1-7-05:18) Transmits for the Council ' s approval the attached proposed bill (No . 645) amending the County Zoning Ordinance, changing the district classification from Agricultural A-20a to Agricultural A-10a for the above area: Recommends the passage of the proposed bill No . 645 on first ' reading.. ,dcc, a-mLn,• No . 482: Director, Department of Research and Development Re: Manpower Training Program Needs Asks whether the resolution requested by the committee on manpower needs is still necessary inview of the two studies being presently . conducted by the Legislature (HCR No . 101 and Act 251) : Received and file communication. Request that the House and the Senate Labor Committees comment as to the status of HCR No . 101 and Act 251. Inform them also of the Council ' s concern with the labor shortage situation of Hawaii County and the need for implementation of effective training programs. No . 483: Mayor • Re: County Aid for Housing Projects (Kona ILWU Housing Project and Hilo Elderly Housing Project) Recommends that the Council, by resolution; agree to accept the package treatment plants at both locations upon completion, providing they meet the minimum standards of the Public Works Depart- ment, and to operate and maintain said plants. Informs that they plan to assist the Kona ILWU Project by approving the construction of a "one- half road" to the site with funds appropriated by the last legislature and funds contributed by the Hawaii Housing Authority: s A 41, 410 PEDLC-16 - 3 - September 11, 1969 No . 483: Accept the recommendations (Con't.) of the Mayor to accept, operate and maintain the treatment plants and request the Corporation Counsel to prepare a proper resolution. Also accept the recommendation to approve the construction of a "one-half road" from Palani Drive to the proposed site of the housing units at Kealakehe.
