The following are the recommendations of the Planning,
Economic Development and Legislative Committee which were
considered at its meeting of November 13, 1969:
COMMUNICATIONS
�No . 482.1: Representative Yoshito Takamine, Chairman, House
Labor Committee
Submits a status report on House Concurrent
Resolution No . 101 study and the progress in
implementing Act 251.
On Act 251, the Department of Labor 1) has agreed
to work with the Kona Economic Opportunity Office
in establishing an MDT program for that particular
target area; 2) is also negotiating with community
college officials to begin training of workers for
Hawaii 's garment industry.
On HCR No . 101 study, the narrative of Hawaii 's
manpower needs is presently being drafted and
informs that within a month, public hearings will •
be conducted on each of the major islands to seek
opinions of manpower needs in the State of Hawaii :

before dedication so that the names can be kept in
reserve :
"Kaiwi Street" - meaning promontory
r?Pawai Place" - - meaning a canoe landing:

Informs that the House and Senate Labor Committees
will conduct a hearing of the State 's manpower needs
pursuant to HCR No . 101 in the conference room of the
State Office Building in Hilo on Thursday, December 4,
1969 at 10:00 a.m. .
Recommends that the Council
Chairman write to the Chairmen
of the Legislative Labor Committees
requesting an appointment with
their committees at 1:30 p.m. on
December 4, 1969 .
RECOMMENDATION
No . 1: Request that the Parks & Recreation Director and the
Legislative Auditor review the County's ordinances
and policies regarding the rental, leasing, concessions,
and peddling in our parks and other County properties.

The County Council at its November 19 meeting adopted the following
recommendation of its Planning, Economic Development and Legislative
Committee:
"Recommendation No. 1: Request that the Parks & Recreation
Director and the Legislative Auditor

in our parks and other County
properties." .
