Economic Development and Legislative Committee which were
considered at its meeting. of November 26, 1969:

Re: Revised Draft of Proposed Penalties Ordinance
for Violations of County Charter Provisions
(6-517/PEDLC-17; t-517.1/PEDLC-18) Bill 651
Submits a revised draft of a proposed penalties .
ordinance for violations of County Charter provisions.
This new draft is more concise and allows for lower
maximum penalties for violators of the Charter:

680 which is an amendment to the County General Plan
of Kona, changing 184 acres of the above area from
Medium Density Urban Development to Multiple Family
Residential and from Medium Density Urban Development
and Intensive Agriculture to Single Family Residential:
Recommends passage of Bill
No. 680 on first reading.

Submits for the Council' s consideration a proposed
amendment to Ordinance No. 49, restricting animals
and livestock on public places and private lands,
which changes the language so as to facilitate enforce-
ment of this ordinance: (Bill No . 681)
Recommends passage of Bill
No . 681 on first reading.

Transmits for the Council' s approval a proposed Bill
No . 679 relating to a complete plan of the administra-
tive organization of the agencies of the County govern-
ment:

Commerce
Copy of a letter to the Mayor requesting that an
ordinance be adopted prohibiting private enter-
prises to operate from areas on public highways.
Cites example of peddlers setting up shop from
their parked vehicles along Alii Drive:

Bill 678: Regulates the use of streets, sidewalks and other
public places by peddlers and provides penalties
for the violation thereof:

Submits for the Council ' s consideration a copy of a
petition from the Kona Business Community to request
the Council "to enact legislation that will protect
established tax paying businesses and to prevent any
person or corporation to conduct business on a public
highway or sidewalk, right of way, etc. "
Request that the Corporation
Counsel utilize those sections
of the Honolulu ordinance or
any other ordinances that would
remedy the Big Island' s peddler
situation and present -this bill
for Council' s consideration at
the next Council meeting.
MOTION
1M-86: It was moved that Ordinance No . 33 "Regulating Common
Carriers of Passengers in the City of Hilo, County of
Hawaii" be referred to 'PEDLC for review:
Refer Ordinance No. 33 to the
Legislative Auditor for review
and recommendations back to
committee.
