• The following are the recommendations of the Planning,
Economic Development and Legislative Committee which were
considered at its meeting of December 30,1969:

Re: C-606/PEDLC-19
Submits for, the Council' s information a copy of
his letter to Mrs. John Smith, President of the
Hilo Woman' s Club, in reply to her letter of
November 7, 1969 concerning the following:
1. Setting aside land in subdivisions 'and communities
for play area.
2. Encourage developments to have open green areas.
3. ' Maintain and increase our shoreline open for
enjoyment of all.
4. Preservation of historical sites, scenic areas
and scenic vistas.

Re: Amendment to General Plan
Advises that any proposed amendment to the General •
Plan be deferred pending clarification of the legal
issues involved in the Dalton case (Docket No . 4852,
Charles E. Dalton, et al. v. City and County of
Honolulu, et al.) which is under study and review
by their office: •
Accept recommendation.

Re: Motion 88 - Resolution Requesting Establishment of
State Quarantine Station on the Island of Hawaii
Informs that in Section 1(A)5 of Act 155, SLH 1969,
the sum of $150,000 has been appropriated for the
planning and construction of an animal quarantine
station in Hilo and requests that their office be
advised as to the nature of the contents of the
resolution contemplated by the above motion:
Request the administration to
ask the State Department of
Agriculture for planning funds
for the facility.

Recommends approval of the attached proposed Bill No .
683 to change the district classification from

10,000 square feet (CV-10) in Keahuolu, North Kona:
Recommends passage of Bill
No. 683 on first reading.

Recommends approval of the attached proposed Bill No.
684 to change the district classification from

in Kahei Homesteads, North Kohala, Hawaii:
Recommends passage of Bill

Recommends approval of the attached proposed Bill
No. 686 to change the district classification from
Resort-Hotel 1,250 square feet of land area per unit
(V-1.25) to Resort-Hotel 750 square feet of land area
per unit (V-.75) in Holualoa 4th, North Kona, Hawaii:
Recommends passage of Bill
No. 686 on first reading.

Submits for the Council' s information a copy of a
letter to Mr. George Correa, President of Big Island
Taxi Drivers Association, from Mr. 0. A. Byrne,
Superintendent, Hawaii District Airports in regards
to pre-arranged ground transportation services at
Hilo Airport. Informs that under current Rules and
Regulations Pertaining to Ground Transportation
Services at Public Airports, Hilo Taxi Operators
may pick up pre-arranged passengers for business
upon compliance with the rules and regulations:

AMENDMENT
COMM. 656: Corporation Counsel
Re: Motion 88 - Resolution Requesting Establishment of
State Quarantine Station on the Island of Hawaii
Informs that in Section 1(A)5 of Act 155, SLH 1969,
the sum of $150,000 has been appropriated for the
planning and construction of an animal quarantine station
in Hilo and requests that their office be advised as to
the nature of the contents of the resolution contemplated
by the above motion:
Request the administration to ask the
appropriate State Department to expedite
the creation of an animal quarantine
facility in Hilo by releasing the planning
funds.
