COMMUNICATIONS Ccs' . No . 545.1: Director of Finance Submits for the Council' s consideration and approval the "Policy on Travel" in accordance with Ordinance No . 293 relating to travel expenses: Recommends approval of the "Policy on Travel" as amended. (Insertion of "and staff" after "Council members" in Sections D.l and F.l.d.) A4. 635.1: Akira Fujimoto , Manager, Dept. of Water Supply Re: 'C-635/±EDLC-20 - Department of Water Supply Warehouse, Kinoole Street Encloses a letter to the Mayor regarding the • subject matter. The letter states that the Water Commission agreed to release the land on condition that either the County or the State assist in funding the cost of constructing the new facility on Leilani Street. Suggests an interest free loan from the County or State: Authorize the County to make an interest free loan up to $100,000 to the .Department of Water Supply for the construc- tion of a warehouse on Leilani Street in order for them to relinquish their existing site for a housing project. Elimination of the Statutory Board of Disposal: Accept proposal. Request the Corporation Counsel to prepare the legislative bill. 2. Elimination of statutory provisions relating to County of Hawaii' s Bureau of Purchases and Supplies: Accept proposal. Request the Corporation Counsel to prepare the legislative bill. 3. Authorizing negotiated purchases if no bids received after formal advertisement : Withdrawn by Director of Finance. 4. Increasing the interest rate on installment payment for improvement by assessment : Recommends that the Council request the legislature to change the maximum interest rate to allow the County to charge improvement district assessees no more than one-half of one per cent over the interest on the bond. Request the Corpora- tion Counsel to prepare the legislative bill. {b:.r. c- E01, .> No. 681: Legislative Auditor Re: 'I-86/PEDLC-19 Relative to the Committee' s request to review Ordinance No . 33 regarding the sampan buses, he asks that this office be released from this assignment as the Department of Research & Development is already doing such a study: Request be approved provided that the Legislative Auditor L • PEDLC-22 - 3 - January 15, 1970 No . 681: maintain communic at ion with the (Con't.) Boshard, Chairman, Planning Commission Re: Street Name for Honokaa Low-rent Housing for the Elderly Access Road, Honokaa, Hamakua, Hawaii Recommends adoption of the attached Resolution No . 191 to legally name the subject road "Koniaka Place" which means asters (a kind of flower) : Recommends adoption of Resolution No . 191. ,L•j,L;,l. Boshard, Chairman, Planning Commission Re: Street Names for Kailua Village and its Vicinity, Kailua, North Kona, Hawaii Recommends adoption of the attached Resolution No. 192 describing the unnamed County roads in existence so that the residents may receive mail delivery service: Recommends adoption of Resolution No . 192. 4a) (10,=-m . No. 686: Council Chairman Submits the attached letter to our Corporation Counsel from Mr. John T. Ushijima, Attorney for Hilo Food Town Super Market, Ltd. , in regards to problems anticipated with the County' s plans to widen Haili Street. He asks three pertinent questions which he hopes can be solved in order that his client may proceed with its plans without delay: Recommends that the administra- tion acquire the necessary 5' for the road widening.
